Abstract
The selection of a Head of Division is a strategic process in determining the most competent individual to occupy a key position within an organization. An appropriate Head of Division is required not only to possess technical competence but also managerial and interpersonal skills that significantly influence overall organizational performance. To support this process, a decision support system is required to provide objective and measurable recommendations.
This study aims to design and develop a web-based application for the selection of a Head of Division at the Secretariat of the Banjarmasin City Regional House of Representatives (DPRD) using the Profile Matching method. The Profile Matching method is applied to compare candidate profiles with job criteria through GAP analysis, where smaller GAP values result in higher weighted scores. The system is developed using the PHP programming language and a MySQL database, with primary data consisting of employee data, criteria, weights, and evaluation results.
The final output of the system is a ranking of candidates that serves as a recommendation for decision-makers in the selection process. With the implementation of this system, the selection process is expected to be conducted more quickly, accurately, and objectively, thereby supporting improvements in the quality of human resources within the Secretariat of the Banjarmasin City DPRD.
